The “rule of 2” is commonly associated with federal small-business set-asides. Under the Federal Acquisition Regulation, an acquisition generally should be set aside for small businesses when the contracting officer reasonably expects offers from at least two responsible small businesses and expects award can be made at fair market prices. It is a procurement decision rule, not a universal requirement for every contract.
